Have you reloaded the postgis functions into the particular database
that you are using? Recompiling postgis itself won't alter the
function definitions stored in your databases.

Hmmm. after installing Geos and postgis 1.5.3 from source, I don't
have any reference to st_OffsetCurve in postgis.sql.
??
Like always, the answer was in the question:
Works with geos 3.3.1, postgis 2.0 from trunk and mapnik 2.0.x
Nice result, but a bit slow (euphemism).
