Follow-up Comment #2, bug #37718 (project maposmatic):
This happens if the Python bindings for Mapnik haven't been compiled with
Cairo support.
With the bundled bindings in Mapnik v2.x this happens if python-cairo-dev was
not installed at the time of building Mapnik.
With the new standalone Python bindings for Mapnik v3.x you'd also have to
explicitly set "PYCAIRO=true" when configuring with Scons to enable the Cairo
specific functionalities, these are no longer automatically built if
python-cairo-dev is present but only when explicitly asking for this to happen
