Follow-up Comment #1, bug #41790 (project maposmatic):
Most likely the city only has a place entry in OSM but no administrative
boundary data.
If you leave the mouse pointer over the city entry for a little bit you should
see a tooltip that either says "No administrative boundary" or "No
administrative boundary details from GIS" if this is really the case.
Can you give a city name that you tried which wasn't selectable?
