Acls are working properly when they are to user groups

When submit-job-acl set usergroup (ug1).
if user submits a using hadoop.job.ugi=u1,ug2 it is also gets accepted. (user
u1 is also part ug1).
In hadoop 0.20.0, job gets rejected. Its a regression issue.
