job level hook in OutputCommitter is not working in local mode

OutputCommitter is not totally working in local mode. Only task level hooks are
called, which are setupTask, needsTaskCommit, commitTask, abortTask. Job level
hooks are not working, which are: setupJob, cleanupJob.
