Currently, fair scheduler dumps scheduling detail to local log file, and it
always doing continually regardless system is idle. Log file will be larger
along. In my opinion, I only want the concrete scheduling detail when any jobs
are coming, not anytime. I sincerely hope it can by applied in next release.
