A decommissioned node is not being removed from the "Total nodes" list and is
not added to the "Decommissioned nodes" list.
The list of nodes to decommission is added in a file defined by
"yarn.resourcemanager.nodes.exclude-path" and excluded via refreshNodes CLI.
