When sum of all capacities >=101 or <100, we got the following error when
starting jobtracker. However, when the 100 <= sum < 101, jobtracker does not
report exception and started with all queues initialized.
for instance (capacity sum = 29.5+60+11.4 = 100.9) does not cause exception.
