Attachment: MAPREDUCE-999.patch
Uses test settings for polling parameters to make tests run significantly
faster. Also establishes multiple test batteries including a {{SmokeTests}}
battery that runs in 30 seconds. Finally, this refactors some common code out
from several tests into some {{o.a.h.sqoop.testutil}} classes.
