Fix For: 0.23.0
TestApplicationCleanup in resourcemanager/applicationsmanager doesnt do
anything. There is already a test in resourcemanager/TestApplicationCleanup
which tests all the cleanup code for container and applications. We should
remove the unused one in the trunk.
