Updated patch.
Attempting to fix tests revealed some very inweildly interactions in
MRAppMaster. Cleaned'em up. Essentially, we were doing job-init as part of the
service-init life cycle instead of service-start. Changed that.
[~sseth] promised me that he'll help with the review. [~Karams] is helping me
test this. Review can continue while that progresses.
