I refactored the code as was requested.  The SchedulerNodeReport now has in the 
the usedResources and availableResources and the stand alone APIs were removed.

I also changed SchedulerNodeReport into an interface because SchedulerNode was 
already the source of all of this data and it was simpler to have it implement 
that interface, then to try and extract the data to a new class just to return 
it.
