Even before RM restart goes in - I'm in favor of having the MRAM 1) act on the
reboot command to shut itself (and possibly it's tasks) down, and 2) Have a
configurable timeout in the AM to kill itself if the RM is down for too long.
We're currently dependent on AMs being well behaved. If a cluster is restarted
- it loses track of all information about running containers, and there's
currently no way to kill them.
