Description:
HADOOP-3136 changed the default o.a.h.mapred.JobQueueTaskScheduler to assign
multiple tasks per TaskTracker heartbeat, MAPREDUCE-517 added this to the
capacity-scheduler.
We should port this to branch-0.22 too.
