I dislike the credentials parameters in either variation. I will live with it.
* The method should add the credentials since it is more convenient for 
recursive use. Hence call it addDelegationTokens but also return the newly 
added tokens as you suggested. If cred is null it clearly does not add.
** Make it a non-static method so that the filesystem object does not need to 
passed in 
** Don't make it final -  it can be overridden in future just in case.
* add a similar method to file context.
* add a FileUtil method FileUtil:AddTokens(renewer, path[] ps, credentials)  - 
this can use filesystem or filecontext in its impl.
