Port TestEmptyJob to maven, possibly using the MiniMRYarnCluster

TestEmptyJob started failing recently. MAPREDUCE-3982 fixes that failure, but
it would have been good to have the test as part of maven so that the failure
would have been caught long before it was checked in.
The test currently uses the MRMiniCluster, but it does some things with
synchronization that are not currently available in the MiniMRYarnCluster.
Before just moving the test over, we need to better understand what the
intention of the test is, and if it should just be deleted, if there are other
tests that cover it.
