I was recently working with a customer writing a custom (standalone) YARN app
where he was using lots of MR infrastructure such as Counters etc.
These super-minor enhancements helped him on his way by allowing him to extend
functionality. No new tests added since all changes are just making some apis
java public, while taking care to add @Private annotation.
