Without the patch, the first AM's history files will be written out by
JobHistoryEventHandler and eventually history server picks up the first AM's
info. The history server UI also shows the first AM's info
With the patch, the first AM's history files will be skipped writing out, and
only the last one will be written. verified results on history server UI
