This is a followup JIRA to MAPREDUCE-4421. Currently the \*-site.xml files are
loaded from files already present on each node, but loading of those site files
may not be appropriate when the MapReduce framework is deployed via HDFS rather
than using the pre-installed jars on each node. We need to determine a
strategy for handling job configuration and site files when the MapReduce
framework is not being picked up from the nodes.
