@Evolving would mean that it could change incompatibly between 2.4.0 and 2.5.0
say, but not between 2.4.0 and 2.4.1 - and that might be the right trade off
here. Hopefully SplitLocationInfo would not need to be changed incompatibly,
but it's hard to know for sure until it's being used.
