Description: mapreduce.job.cache.local.* is not set for uber-mode jobs.
TestUberAM hides the fact that DC files are not available by overriding
testDistributedCache with a nop method. (was: mapreduce.job.cache.local.* is
not set for uber-mode jobs.)
