While starting HttpServer2, SignerSecretProvider is added to webAppContext in
attribute. SignerSecretProvider is creating the ScheduledThreadPoolExecutor and
scheduled but never stopped explicitly while stopping HttpServer2 which causes
MRAppMaster JVM to hung after unregister with RM.
