If we want to just limit the scope of this jira to remove the impact of
YARN-3946, then approach in 05.patch is not good enough as JobStatus is not
only got from YARN when not active but can be got from the actual job(AM) too.
And as [~jlowe] was mentioning there can be some scenarios where the job is
trying to set the failure info though the job is successful, so do we want to
address that in this jira ?
I have uploaded a 07.patch which takes care of handling only the impact of
YARN-3946, please take a look whether that is fine.
