Yes, you have right. The problem is only at the beginning, so I and nobody else see it before.
So there is a bug but I can't find it. I experiment this evening with the "isVisible" and "isBaseLayer"-Parameter of the layers in the init-function but it doesn't help. So perhaps there is a problem with the toolserver-class or I have tomatoes on my eyes.
