Is there the need to use WMS or to do reprojections? If not it sounds simpler to use a regular proxy like squid. Installation instructions in the wiki: http://wiki.openstreetmap.org/wiki/Tile_Proxy/squid I think most interesting features might be rate limiting to the source servers so to not kill the toolserver rendering by too many requests.
