Okay, the server and warper.wmflabs.org is back up.

Not sure what happened but there were a few restarts of Labs instances
recently.  What I saw was that many of the NFS mounts were not in
place and a full /tmp (poss due to failed uploads) and /var partition.
I've cleaned out some more space and restarted things which should
keep it going.

As for the best place - generally we use Github
https://github.com/wikimaps-dev/mapwarper/issues for software and
phabricator https://phabricator.wikimedia.org/tag/wikimaps-warper/ for
server stuff.
