You can use these tools to manage your metadata, and, at least in GeoNetwork's case, you can publish them to a CS-W catalog.

AFAIK the available opensource software that manages metadata are GeoNetwork (http://geonetwork-opensource.org/) and CATMDEdit (http://catmdedit.sourceforge.net/), but I'm unable to see how to integrate with mapserver.
