There is a symbol type "simple" that does more or less the same as
cartolines.
SYMBOL
NAME "dotline"
TYPE simple
LINECAP butt
LINEJOIN miter
PATTERN
1 20 1 20
END
END
should do the trick.

With GD rendering I could use symbol definition as follows:

and in mapfile describe the style like that:

How I can do that without cartolines?
