We would normally require an exact measure to interpret this conclusion by describing the test environment settings and the data source settings in both cases. You cannot easily place the equal-sign between the performance of a cgi, fast cgi, or a mapscript application or even a single point layer may highly outperform a layer with complex symbology for instance.
