Jeff, I've downloaded the ms4w mapserver 5.4 beta 1 update but it appears that the Oracle 10g libmap.dll is compiled for a different version of gdal (v 1.5) than the version in ms4w 2.3.1 (v 1.6). It works fine with the non Oracle 10g libmap.
