Yeah, that's the part what seems most problematic!
This isn't going to get what you want!
LAYERS=parks&recreation&SRS=EPSG:4326
This might, or might not:
LAYERS=parks%26recreation&SRS=EPSG:4326
I would wonder whether the name displayed in your app NEEDS to match the
name of the layer. Is there a reason you can't have a checkbox to layer
"parks_rec" which is labelled Parks & Recreation ?
