Daniel, The x64 binaries at http://vbkto.dyndns.org/sdk/ would be near to this requirement, if we'd compile mapserver with php support. This would require at first to compile the php lib for x64 on Windows. Then you might try to use the x64 SDK package and edit the Makefile and recompile mapserver accordingly.
