Anybody familiar with the projections used by INSIDE Idaho?

I can get the GeoTIFF rendered using this PROJECTION:

PROJECTION
"proj=tmerc"

"y_0=1200000"
"ellps=GRS80"

"no_defs"
END
but no luck getting the vector stuff to render.
