Have you checked:
ls -la /var/www/Turkiye.jp2
ls -la /var/www
And made sure that this are accessible by apache?
What does: .../cgi-bin/mapserv -v report?

A 800Mb Jpeg2000 file works on MS4W, but returns an error on Linux.
What is meant on the error message?
