You may have to set those values inside your httpd.conf
Eg
<Location "/cgi-bin/">
SetEnv ORACLE_HOME "/home/gis/libs/instantclient_11_2/"
SetEnv LD_LIBRARY_PATH "/home/gis/libs/instantclient_11_2/"
