Mark,
You could try having mapserver render PNG files instead of JPEG. And
since there's a re-projection from zone 13 to 14, perhaps mapserver is
reading a lower resolution level from the mrsid file; adding
PROCESSING "LOAD_FULL_RES_IMAGE=YES"
to the layer def might help (or it might not).
