Thanks Thomas, your suggestion worked. Here's the updated OUTPUTFORMAT
section that fixed the problem:
OUTPUTFORMAT
NAME png8
DRIVER "AGG/PNG8"
MIMETYPE "image/png; mode=8bit"
IMAGEMODE RGB
FORMATOPTION "INTERLACE=OFF"
EXTENSION png
TRANSPARENT ON
END
