In basegn.x64.map
    CONFIG "PROJ_LIB" "C:/Program Files (x86)/Apache Software 
Foundation/Apache2.2/cgi-bin/"

I believe you can set this up as an environment variable in each apache instance so so it points to the correct file. You would have to do this in the apache config file(s).
