Do you mean an S-57 layer? If so, then technically, yes, you can via GDAL/OGR. Although I prefer to use OGR to extract the required layers into a Postgis database & use Postgis as the back end data management tool, as I can use dynamic SQL's for simplified zoom layers, etc..
