In MapServer, if you set a MAP level projection and extent and don't specify a projection for a layer, MapServer assumes that the layer has the same projection as the MAP.

I was operating under the assumption that the EXTENT and UNITS parameters in the mapfile would define the coordinates of the source image but perhaps that is only constraining the output?
