You haven't said how you're creating the image. Are you using mode=browse, mode=map, shp2img, mapscript or ???
Offhand I'd say the problem is probably your layer status value. If you are using the CGI all layers are turned off unless they have "STATUS DEFAULT" and then you must explicitly turn them on using either the layer or layers CGI variables. Try setting your layer status to DEFAULT and see what happens. The image still comprises of just the background color, sadly. :( What else could be the issue? I'm out of ideas. The mapfile seems syntactically correct. There are no errors thrown up either.
