In later versions of Mapserver, you seem to need to use a symbol.
For example:
SYMBOL
NAME "circle"
TYPE ellipse

1 1

NAME "places1_color"

SYMBOL 'circle'
COLOR 255 215 0
SIZE 1

I guess the documentation needs to be updated.
