If you're using mapcache, turn *off* any openlayers gutter. In your mapcache.xml config file, set a tileset->metabuffer to a few pixels, and set your mapfile's labelcache_map_egde_buffer to exactly that same value. Any other configuration may result in labels appearing truncated in the openlayer tile'd map.
