Hello, i'm having a similar use case at the moment. For the authorizaion and authentication I'm using MapProxy [1].
Basically it is a proxy your users will query. The proxy itself uses MapServer as source. Your can restrict whole WMS, layers or even regions, defined by bbox/shapefile. It is running well with MapServer and I was able to set it up by using the online documentation.
