This is your mistake. When creating tables in Postgres for use with MapServer/GDAL, I always always create with OIDS. (this can be set as the default in your postgresql.conf file as well)
Please generate a new table with OIDS, and then use that generated ID field in your data statement for MapServer or GDAL.
