Having issues running cmake on mapserver on windows using the sdk from
gisinternals

ICONV library/component/dependency could not be found.
HINTS:
- disable ICONV support by adding -DWITH_ICONV=0
- add the ICONV install directory to the CMAKE_PREFIX_PATH variable
