Minimal but complete mapfile http://gislars.github.io/mapserver_docs/tutorial/quickstart/single_layer.map.html#qs-single-layer-map works with Natural Earth data. The Sample WMS Server Mapfile at http://mapserver.org/ogc/wms_server.html is good but I do not know where the "park" shapefile for DATA can be acquired. I am not sure how much WMS/WFS/WCS is included in the MS4W packages http://www.ms4w.com/download.html.
