I'm not aware of a way to get that in a label, without some pre-processing of your data field. I do remember however a long ago discussion about adding this feature into MapServer, which was never implemented - I bet when you read this discussion you will say in your head (yelling) "that is exactly what I need!" ha. http://osgeo-org.1560.x6.nabble.com/Enhancement-to-RFC-40-conditional-wrapping-td4260294.html
