Hi, I could not reproduce with Mapserver 7.0.2 on Linux. Attached screenshot is from WMS client to avoid issues with clients which make tiled requests. Tiled maps tend to suffer from clipped labels and symbols at the tile boundaries but your screenshot does not seem like that. It is like transparent colour of the symbols paints also the underlying symbols with transparent colour.
It works for me but not for your so we must have something different.
