If you are using mapcache then the label should get drawn once per
metatile. So in a scene you might have the label more than once but not
in every tile.
When you are rendering tiles mapserver has no knowledge of what was
drawn in other requests or even if there were other request. so what you
are asking for is not possible. The best you can hope for is a strategy
like the LABEL_NO_CLIP=true or using something like mapcache and
metatiles. The other option is to draw the whole image as a single tile
rather than tiling the image.
